Kashmir's Floodplain Fury: New Industrial Park Sparks Alarm Amidst Rising Jhelum Threat

A new industrial park proposed for Srinagar's Nowgam area is raising serious environmental red flags, as it sits squarely within the Jhelum River vital floodplains. This controversial 'plug-and-play' facility, planned under the Centre's Bharat Audyogik Vikas Yojana (BHAVYA) scheme, comes at a time when Kashmir is still reeling from severe floods last year and faces persistent threats due to a neglected river system and rampant encroachment. The move has reignited a fierce debate between economic development and ecological preservation, especially after the National Green Tribunal (NGT) recently stalled a similar industrial project in Shopian due to flood risks. The stakes couldn't be higher for the Jhelum, Kashmir lifeline, whose carrying capacity remains woefully inadequate despite previous efforts to increase it. Shockingly, no major dredging operations were carried out in the river or its flood spill channels between March 2020 and March 2025, leaving it vulnerable to siltation and reduced flow. Furthermore, a critical Rs 1623-crore flood management project's Phase-II, aimed at widening the flood spill channel, has been stalled since 2022 due to technical disagreements, while ecologically crucial wetlands continue to shrink under the pressure of unchecked construction. Authorities are now under immense pressure to conduct a thorough Environmental Impact Assessment for the Nowgam project, considering the NGT strong stance against development in flood-prone zones, as demonstrated by activist Dr. Raja Muzaffar Bhat successful petition against the Trenz industrial estate. As climate change brings more erratic weather, the future of Kashmir hinges on whether sustainable development takes precedence over short-sighted infrastructure, demanding urgent action to restore the Jhelum's natural flood defenses and prevent another catastrophic deluge.
