Damning Report Blames Corrupt Cops, Officials for Kallakurichi's Deadly Hooch Tragedy

A two-year inquiry into the devastating Kallakurichi hooch tragedy, which claimed 70 lives in June 2024, has delivered a scathing indictment: systemic failure and an 'unholy nexus' between corrupt police, revenue officials, and illicit liquor sellers were to blame. The Justice Gokuldas Commission 478-page report, tabled this week in the Tamil Nadu Legislative Assembly, pulls no punches, detailing widespread official negligence that allowed methanol-laced alcohol to be sold openly, even near police stations. The tragedy unfolded when over 231 people consumed toxic brew, leading to 70 deaths and 161 injuries, largely due to a critical lack of coordination among government departments responsible for enforcement. The Commission highlighted how illicitly distilled arrack was sold barely 250 meters from a police station, alleging 'wilful negligence' and 'utter dereliction of duty' by officials ranging from Sub-Inspectors to Deputy Superintendents of Police. This alarming oversight allowed a parallel 'unlawful licensing system' to flourish, where village bodies allegedly auctioned contracts for selling illegal alcohol. Following the initial incident, the then-DMK government had amended the Tamil Nadu Prohibition Act, 1937, enhancing penalties, and a CBI Probe was ordered by the Madras High Court in November 2024. Now, the Commission has urged disciplinary and criminal proceedings against negligent officials, while also recommending significant welfare measures like enhanced compensation, educational assistance, and government jobs for children orphaned by the tragedy. The report further advises establishing a dedicated Prohibition Enforcement Wing for the Kalvarayan Hills, a notorious source of illicit liquor, and promoting industrial development in Kallakurichi to address underlying economic distress.
