Javier Miguel Benitez and backed by 63 fellow lawmakers, House Bill No. 10591 cites a perfect storm of global energy chaos, soaring inflation, and severe logistical challenges as the primary reasons for the proposed two-year delay. The proposed postponement stems from an 'international energy emergency' largely fueled by ongoing conflicts in the Middle East, which have drastically disrupted petroleum supply and sent domestic fuel prices spiraling, with diesel hitting P172.90 per liter and gasoline exceeding P100.
