Gujarat has dramatically simplified the approval process for eligible compressed biogas (CBG) and Bio-CNG plants, scrapping the need for separate exemption letters or individual consent documents from the state's pollution control board. This groundbreaking move, announced through a notification by the Gujarat Pollution Control Board (GPCB) on October 28, aims to significantly cut down procedural delays and accelerate the growth of green energy projects. It aligns the state's regulations with the Central Pollution Control Board (CPCB) revised 'White Category' classification, which exempts low-pollution industries from traditional environmental consents. This policy shift comes as a major boost to India's national push for renewable energy and waste-to-wealth initiatives, notably the GOBARdhan scheme, which targets a tenfold increase in domestic CBG production by 2035-36. By removing a key regulatory hurdle, Gujarat is making it easier for projects applying for government registrations, permissions, and financial assistance, directly supporting the national agenda to enhance energy security and promote a circular bioeconomy. The GPCB decision also clarifies that other government departments should not demand separate environmental clearances for these 'White Category' plants. While the exemption streamlines approvals, it's critical to note that plants are still bound by their environmental compliance obligations, including a self-declaration of adherence to applicable laws. This proactive step by Gujarat, a state with ambitious renewable energy targets under its Gujarat Integrated Renewable Energy Policy 2025, is expected to attract more investment into the bio-energy sector, paving the way for faster deployment of clean fuel technologies across the state and potentially inspiring similar reforms nationwide.
