In a major move affecting its state civil services, the Haryana government has hit pause on providing reservation benefits in promotions for Scheduled Caste (SC) employees to Group A and Group B posts. This significant policy decision, announced on Monday, will remain in effect until the Punjab and Haryana High Court delivers its final judgment on the state's ongoing appeal. The freeze comes after the state challenged a crucial April 1, 2025, High Court ruling in the case of 'Kamaljeet Singh and Others vs State of Haryana'. While that judgment upheld Haryana's 20% reservation policy for SC promotions, it directed the government to exclude the 'creamy layer' — a term for economically advanced individuals within a backward class — before implementing it. The state's appeal, LPA No. 1054 of 2026, seeks to overturn this 'creamy layer' directive, drawing on complex Supreme Court precedents like the M. Nagraj and Jarnail Singh judgment that shape reservation policy across India. Under the new instructions from the Human Resources Department, promotional vacancies specifically earmarked for SC employees will be kept vacant and reserved for now. However, SC employees eligible for promotion based on seniority-cum-merit will still be promoted and these promotions will count towards the 20% representation when the quota eventually resumes.
