In a crucial move to bolster India's urban water security, Minister of State for Housing and Urban Affairs, Tokhan Sahu, chaired a high-level review on July 23, 2026, focusing on the expanded Shallow Aquifer Management (SAM) Programme under AMRUT 2.0. The meeting at Sankalp Bhawan highlighted the rapid scale-up of scientific groundwater recharge interventions across 75 Urban Local Bodies, a critical effort under the 'Catch the Rain' campaign to mitigate urban flooding risks and address the nation's severe groundwater depletion. The urgency for these initiatives stems from India's profound dependence on groundwater, with a significant portion of its population relying on this resource, facing a severe depletion crisis exacerbated by climate change and agricultural demands. Building on the success of the SAM 1.0 pilot in ten cities, which demonstrably improved groundwater levels and public awareness between 2022 and 2024, the government has intensified efforts, mapping 870 sites for groundwater attributes and preparing 539 Detailed Project Reports worth over ₹28 crore for new recharge structures. The 'Catch the Rain' campaign, backed by Prime Minister Narendra Modi's vision of a 'Jan Andolan', has seen over 1.5 crore groundwater recharge structures reported nationwide under Jal Shakti Abhiyan – Jan Bhagidari 2.0, exceeding its targets. As the monsoon season unfolds, Minister Sahu has stressed the need for swift construction of recharge structures, emphasizing a blend of scientific innovation and traditional wisdom, coupled with strong community involvement. Officials are tasked with regular monitoring and documenting best practices to ensure the program's long-term effectiveness. The ambition is clear: to transform urban India into a network of water-secure, climate-resilient cities, making every drop of rainfall an investment in future generations' water security.
