India Eyes Tourism Boom: Niti Aayog Pushes Visa-on-Arrival, Licensing Ease

In a significant move to unlock India's vast tourism potential, the Niti Aayog, in collaboration with the Ministry of Tourism, has just released a comprehensive report pushing for sweeping reforms, including a multiple-entry Visa-on-Arrival (VoA) regime for select countries and much simpler license renewals for hospitality businesses. The recommendations aim to cut through regulatory hurdles that have long held back the sector, hoping to attract more international visitors and encourage fresh investment. This comes as the government emphasizes tourism as a critical pillar for economic growth and job creation. India's tourism sector currently contributes only about 5.2% to the nation's GDP and accounts for less than 1.5% of global tourist arrivals, despite supporting an estimated 84.6 million jobs in FY24. The Niti Aayog report highlights that complex regulations and visa restrictions deter up to 70% of potential inbound travelers, underscoring the urgency for reform. While the government has already introduced measures like expanding e-visa access, making the 30-day e-Tourist Visa multiple-entry, and mandating an E-Arrival Card from April 2026, the new report calls for an even deeper overhaul to truly streamline processes and enhance visitor experience. The roadmap, detailed in the 'Unlocking Growth in Tourism and Hospitality Sector' report, outlines 49 recommendations across 14 reform areas, urging collaborative implementation by both central and state governments. Beyond visa and licensing, it suggests rationalizing e-visa categories, extending the validity of All India Tourist Permit, and removing state-level entry taxes for tourist vehicles. The focus now shifts to how quickly these non-financial regulatory reforms can be adopted to translate India's rich cultural and natural offerings into a globally competitive tourism powerhouse, driving investment and job growth in line with the 'Viksit Bharat 2047' vision.
