India is aggressively accelerating its drive for self-reliance in strategically critical sectors, notably rare-earth permanent magnets and deepwater energy exploration. This push comes as Principal Secretary-2 to Prime Minister, Shaktikanta Das, highlighted the urgency at the Kautilya Economic Conclave 2026, emphasizing the need to build domestic capacity amidst growing geopolitical tensions and global supply chain shocks. The government has approved a significant ₹7,280 crore scheme to kickstart rare-earth permanent magnet manufacturing by year-end 2026 and launched the massive ₹84,084 crore 'Samudra Manthan' scheme for offshore oil and gas exploration. This strategic pivot is a direct response to vulnerabilities exposed by China's expanded rare-earth export controls in October 2025, which, despite a temporary suspension until November 2026, underscored the global dependence on Chinese supplies and the strategic importance of these materials. India's efforts aim to build an integrated domestic value chain for rare-earth magnets, from raw material to finished products, and enhance energy security by unlocking vast offshore hydrocarbon potential, including previously restricted 'no-go zones'. These initiatives align with India's broader 'Atmanirbharta' vision, focusing on robust domestic capabilities without retreating from global integration. Looking ahead, the success of these ambitious programs hinges on efficient execution, attracting private investment, and scaling processing capacity. With 20 bids already received for rare-earth magnet facilities and deepwater exploration underway in key basins, India is setting the stage for a significant transformation in its industrial and energy landscape. This dual focus on critical minerals and energy is expected to not only cushion against future shocks but also propel India towards an impressive 8% GDP growth and a more resilient, sustainable economic future.
