India Takes Crucial First Step Towards Offshore Wind with Thoothukudi Prototype Tender

India is finally moving ahead with its long-anticipated offshore wind ambitions, as the Indian Port Rail & Ropeway Corporation Ltd (IPRCL) has issued a crucial tender for the country's very first offshore wind farm prototype. This 6.25 Megawatt (MW) project, estimated at around ₹77.41 crore, is planned off Thoothukudi (Tuticorin) in southern Tamil Nadu, with bids closing on October 29, 2026. This marks a tangible step towards tapping into India vast marine wind energy potential, a critical component of its clean energy future. Despite having one of the world's longest coastlines and ambitious goals to install 30 Gigawatt (GW) of offshore wind capacity by 2030, India has struggled to get such projects off the ground, largely due to high costs and unattractive investment terms in past tender. To counter this, the Ministry of New and Renewable Energy (MNRE) has approved a Viability Gap Funding (VGF) scheme of ₹7,453 crore for the first 1 GW of offshore wind, split between Gujarat and Tamil Nadu. This strategic push, coupled with ongoing wind assessment studies by the National Institute of Wind Energy (NIWE) showing promising Capacity Utilization Factor (CUF) in Tamil Nadu, highlights a renewed commitment to overcome these hurdles. The success of this Thoothukudi prototype will be keenly watched, as it could pave the way for larger commercial offshore wind developments and attract much-needed investment. The government is also focusing on upgrading port infrastructure, including at Thoothukudi, to handle the massive components required for offshore turbines. With India aiming for a 500 GW renewable energy target by 2030 and a net-zero emissions goal by 2070, scaling up offshore wind is no longer just an environmental aspiration, but an economic and energy security imperative. The next few months will be critical in seeing if this tender translates into concrete action, setting a precedent for future projects along India coastline.
