India's Defence Factories: Billions Pledged, A Fraction Grounded. Why the Delay?

India's ambitious drive to become a defence manufacturing powerhouse faces a significant hurdle: despite pledges totaling a massive Rs 74,756 crore for its two Defence Industrial Corridors in Uttar Pradesh and Tamil Nadu, only about Rs 10,855 crore, or roughly 14.5%, has actually been 'grounded' or 'realised' into tangible projects as of April 2026. This stark gap highlights the challenge of converting big promises, often sealed through Memorandums of Understanding (MoU), into active factories and production lines, crucial for the nation's 'Atmanirbhar Bharat' vision in defence. The discrepancy isn't just a numbers game; it reflects the complex, years-long journey defence projects undertake from idea to actual production, needing special machinery, security checks, and approvals. While Uttar Pradesh is developing around major 'anchor plants' like BrahMos Aerospace and Bharat Dynamics Limited, with nine units now operational, Tamil Nadu is leveraging its existing strong manufacturing base. The government is pushing back with new policies like the Defence Acquisition Procedure (DAP) 2026, which aims to speed up purchases and boost 'Indigenous Content' by focusing on Indian ownership of key technologies, and initiatives like iDEX and ADITI to support smaller, innovative companies. The road ahead involves closing this gap by turning signed MoU into functional industrial hubs that can reliably supply the armed forces. The draft DAP 2026 is critical here, scrapping older 'Defence Offset Policies' for stricter 'Indigenous Content' requirements to ensure more manufacturing happens within India. With a substantial defence budget of Rs 7.85 lakh crore for FY 2026-27, and a goal of Rs 3 lakh crore in annual production by 2029, the focus is now firmly on faster execution and making sure these corridors truly become bustling centres of defence innovation and production.
