India's R&D Pivot: Private Sector Fuels Drive from Labs to Market-Ready Innovations

India is making a crucial shift in its research and development (R&D) strategy, with the private sector now leading national R&D spending for the first time. In 2023-24, private investment reached Rs 1.27 lakh crore, surpassing government expenditure, as the nation aims to convert academic breakthroughs into practical, market-ready innovations, moving beyond mere research output to tangible results. This pivot is vital for India's ambition to become a developed, innovation-driven economy by 2047, tackling what experts call the 'last mile' challenge in technology deployment. This evolving landscape is underscored by government data showing India's Gross Expenditure on Research and Development (GERD) hit a record Rs 2.45 lakh crore in 2023-24, though it remains a modest 0.84% of GDP compared to global leaders. To accelerate this, the Anusandhan National Research Foundation (ANRF), established in 2023, is strategically directing funds and mobilizing private capital, targeting Rs 50,000 crore by 2028 with a significant portion from non-government sources. Additionally, the Rs 1 lakh crore Research, Development and Innovation (RDI) Scheme, launched in 2025, specifically targets high-risk, high-reward deep-tech projects and aims to bridge critical infrastructure gaps at higher Technology Readiness Level. The focus is now squarely on strengthening industry-academia linkages and overcoming administrative hurdles highlighted in a recent NITI Aayog report, which noted funding concentration and delays. Commerce and Industry Minister Piyush Goyal recently highlighted India's potential to unlock a Rs 12 lakh crore R&D opportunity by leveraging its cost advantages and fostering greater collaboration. The success of these initiatives will dictate whether India can truly transition from a knowledge generator to a global innovation hub, ensuring its burgeoning research output translates into economic competitiveness and solutions for future generations.
