Jammu & Kashmir Launches Climate-Smart EV Policy, Targets 1.4 Lakh Electric Vehicles by 2032

In a significant move to electrify its transport sector, the Jammu and Kashmir government has just rolled out its J&K Electric Vehicle Policy 2026, targeting a whopping 1.4 lakh Electric Vehicles (EVs) across the Union Territory by 2032. This six-year roadmap, approved by the Council of Ministers led by Chief Minister Omar Abdullah, isn't just about going green; it's tailor-made for J&K unique, often harsh, climate with incentives and infrastructure plans built for snowy, sub-zero conditions. The policy aims to supercharge EV adoption by offering attractive incentives, including 3-5% Interest Subvention on EV loans and generous Scrappage-linked Incentives, alongside substantial Early-adopter top-up incentives for private cars, two-wheelers, and E-buses. Crucially, it mandates 900 Public Charging Sites, including 140 Fast-charging hubs, and introduces a first-of-its-kind Specialized Winter Validation Protocol for EVs to ensure they perform reliably in J&K challenging winters. These efforts align with India's broader national goal of 30% EV penetration by 2030, supported by central initiatives like the FAME II scheme and PM e-DRIVE Scheme. Looking ahead, the policy anticipates phase-wise electrification of both public and private fleets and widespread skill development to support the emerging EV ecosystem. The focus will be on seamless Power-grid integration for charging demand and ensuring Building Bye-laws evolve to support EV-ready parking. This robust strategy aims to position Jammu and Kashmir as a leader in Climate-resilient electric mobility within the Himalayan region, setting a precedent for other climatically challenging areas.
