Muraleedharan, has initiated plans for new legislation to strictly control private hospital charges and fees related to medical tourism. A high-level committee, headed by the Principal Secretary, Health Department, has been formed to draft the Bill, which will scrutinize everything from medicine prices and diagnostic tests to room rents and surgical procedures in both conventional 'allopathic' hospitals and traditional medicine centers like Ayurveda. The decision comes amidst growing complaints of exorbitant fees and alleged malpractices, particularly within the state's burgeoning medical tourism sector. This isn't Kerala's first attempt; a similar Clinical Establishments Act in 2018 faced strong opposition and was never fully implemented, highlighting the long-standing challenge of regulating the private healthcare sector. The urgency to act now is amplified by a recent trend of private-equity-led consolidation in Kerala's hospitals since late 2023, which observers fear could further inflate costs. Beyond regulation, the government is also actively exploring ways to expand existing health insurance schemes, such as the Karunya Arogya Suraksha Padhathi (KASP) and a newly proposed Universal Health Coverage (UHC) plan, to cover more private hospitals and lessen patients' 'out-of-pocket expenditure'. The newly formed committee is expected to deliver its report soon, paving the way for the draft Bill's introduction in the Legislative Assembly. As Kerala strives to position itself as a global hub for Medical Value Travel (MVT), especially targeting patients from the Gulf region, these regulations will aim to balance industry growth with patient protection and ethical practices.
