The recently declassified Royal Commission of Inquiry (RCI) report on Malaysia pilgrim fund, Lembaga Tabung Haji (TH), has dropped a bombshell recommendation: establish a dedicated 'Haj Fund' department under TH itself, but with stringent oversight from the Securities Commission Malaysia (SC). This major overhaul aims to fix deep-seated governance issues and shield the estimated RM88 billion in depositors' savings from the financial mismanagement and political meddling that plagued the institution in the past. The RCI findings, covering the 2014-2020 period, paint a stark picture of 'creative accounting' and unsustainable 'hibah' payouts that masked a financial crisis, showing TH should have reported a significant loss in 2017 instead of a profit. This past turbulence, which saw underperforming assets transferred to a special purpose vehicle, Urusharta Jamaah Sdn Bhd, prompted the inquiry to ensure the long-term sustainability of the fund, which manages savings for millions of Muslims hoping to perform the Haj pilgrimage. While TH claims to have already implemented 75% of the RCI broader recommendations and recovered financially, the newly declassified report highlights an urgent need for continued, robust external regulation to prevent a repeat of history. With the report now public, the Malaysian government has ordered enforcement agencies like the Malaysian Anti-Corruption Commission (MACC) and Bank Negara Malaysia to launch immediate investigations into its findings. The proposed Haj Fund department, to be regulated by the SC and overseen by the Finance Minister for Investment Panel appointments, aims to professionalize management and insulate investment decisions from political influence. All eyes are now on Parliament, expected to debate the report, and on how quickly and transparently these critical reforms will be put into action to restore full public trust in this vital national institution.
