Gurugram and Nuh residents are set to gain a choice in their electricity provider, as the Haryana Electricity Regulatory Commission (HERC) has just granted Eleven Power Private Limited a 25-year parallel electricity distribution licence. This landmark decision, made on October 19, 2026, marks the first time such a licence has been issued in Haryana, promising to end the long-standing monopoly of Dakshin Haryana Bijli Vitran Nigam (DHBVN) in the region. Eleven Power is ready to back this major shift with a substantial capital investment of Rs 4,717 crore over the next five years, aiming to build a state-of-the-art distribution network predominantly powered by renewable energy. The move comes amid mounting frustrations over persistent power outages and significant delays in new electricity connections under the existing state-run utilities. Eleven Power, led by Medanta co-founder Sunil Sachdeva, has pledged to deliver reliable supply, timely connections, and a network that's 80% reliant on clean energy, tackling the region's rapidly increasing electricity demand. This bold entry, however, faces stiff opposition from incumbent power companies, employee unions, and even the Haryana Energy Minister, who fears potential revenue losses for the state-owned discoms and plans to challenge HERC decision. Eleven Power plans a phased rollout across five divisions of Gurugram and Nuh, with supply expected to kick off from the financial year 2027-28, incorporating advanced technologies like N-1 redundancy and SCADA systems for improved reliability. Over 8.3 lakh consumers will eventually have the option to choose their distributor, but the immediate next step involves a regulatory protocol for consumer migration, addressing issues like outstanding dues and metering. All eyes will be on the upcoming legal challenges and how quickly Eleven Power can translate its investment into tangible improvements for consumers, setting a precedent for electricity sector liberalization across India.
