The President declared this shift signifies a technological revolution 'bigger than the Industrial Revolution and the Internet', and the SIF will coordinate government, industry, and public interests to ensure US dominance. This high-stakes announcement follows the 'Historic White House Accord on Super Intelligence' signed just last week, on September 29, by leaders from the world's most influential technology companies including OpenAI, Google, Meta, Nvidia, Anthropic, and xAI. The accord, which Trump called 'morally binding', emphasizes industry self-regulation, robust internal controls, and independent external audits to ensure the safe and responsible development of advanced AI. The US currently leads the global AI race in investment and infrastructure, a position fiercely contested by nations like China. Jay Clayton, the Director of National Intelligence, has been tapped to lead the SIF, alongside a team including Federal Trade Commission Chairman Andrew Ferguson, Pentagon Chief Technology Officer Emil Michael, and Office of Personnel Management Director Scott Kupor, all reporting directly to President Trump and Chief of Staff Susie Wiles. The task force has been given 120 days to develop initial findings, which will involve examining existing laws, identifying risks and opportunities, and coordinating engagement across consumers, public interest groups, religious organizations, and critical infrastructure providers.
