UP Cracks Down: 'No PUCC, No Fuel' to Combat NCR Air Pollution by October

In a decisive move to tackle the choking air in the National Capital Region (NCR), Uttar Pradesh Chief Secretary S.P. Goyal has mandated strict, time-bound measures, including a groundbreaking 'No PUCC, No Fuel' policy set to kick in from October 1, 2026. This directive aims to slash air pollution levels in UP's NCR districts by a significant 30-35% this year, signaling a serious push to enforce cleaner vehicular emissions. The Uttar Pradesh government is accelerating efforts, targeting the deployment of nearly 1,000 electric buses across key cities like Ghaziabad, Noida, Greater Noida, and Meerut, alongside supporting the replacement of older, more polluting trucks and buses with cleaner BS-VI or electric models. This local initiative comes as part of a larger, coordinated seven-month action plan (September 2026 to March 2027) involving Delhi and other NCR states, reviewed by Union Environment Minister Bhupender Yadav, which emphasizes public outreach, behavioural changes, and an urgent focus on preventing crop residue burning. To ensure these measures aren't just words, the 'No PUCC, No Fuel' rule will be enforced with Automatic Number Plate Recognition (ANPR) cameras at over 1,000 petrol pumps throughout the NCR districts. Beyond vehicles, the state is intensifying efforts against industrial emissions, road dust, and construction waste, with Chief Minister Yogi Adityanath himself expressing concern and demanding stricter action. With the air pollution season nearing, the success of these coordinated strategies and public participation will be crucial for the millions living in the region.
